AFER testifies on special education funding cap

AFER board president Nicholle Mineiro testified at the House Appropriations Committee hearing on proposed HB 1140 on January 11, 2023. AFER supports the removal of the cap on special education funding as unconstitutional and fundamentally unfair. This session AFER calls attention to the prototypical school funding formula as woefully inadequate to fund essential special education services.
